In the absence of a comprehensive federal privacy statute, enforcement authority primarily arises under Section 5 of the Federal Trade Commission Act and various sector-specific laws, which collectively prohibit unfair, deceptive, or discriminatory practices involving personal data and are enforced primarily by the Federal Trade Commission and other federal agencies.
